Advocate Services
BICQ provides an Advocate Service for the Investor, Owner or Contractor who requires assistance and representation in a building dispute such as:
- Contractual dispute issues during and/or after completion of building works
- Assistance through the building process (see Progress and Final Inspection Reports)
- A claim under the BSA Statutory Home Owners Warranty Scheme
- Preparation of a BSA Residential or Commercial Complaint Form
- Preparation of QCAT applications
The Advocate can represent and assist the client who may be the owner or the building contractor in gathering and compiling documentation in a dispute of a technical and/or contractual nature, removing the stress from the process.
Where a dispute cannot be resolved through conciliation and further action becomes necessary, the Advocate or Expert Witness may assist by providing advice and guidance through the BSA or QCAT process which can often be drawn out. This guidance may also minimise legal costs.

Rectification Schedules
BICQ prepares Rectification Schedules to assist in identifying the Scope of Work for:
- Defects rectification
- Insurance claims
- Maintenance work
- Other remedial work
All schedules are provided with detailed cost estimates. BICQ assists clients to develop strategic building maintenance programs to ensure buildings are maintained at minimal cost with maximum capital appreciation for all types of construction including residential, commercial and industrial buildings.

Contractual Assessment and Administration
Take the stress out of the building process. BICQ provides Contract, Design and Documentation appraisal of all types of construction for parties entering into a building contract. Documentation is reviewed for accuracy and potential variation costs that may occur during construction.
BICQ can also represent the owner as their agent through the building process which may include any or all of the following:
- Oversee the design and building approvals
- Calling tenders/quotations
- Assist with the building contract
- Progress inspections
- Progress payment claim review and recommendations
- Arrange quotations for Variation requests
- Variation assessment and recommendations
- Issue site instructions
- Provide Practical Completion final inspection for defects

Project Management & Quality Control
BICQ provides independent QA site audits for developers, builders and/or subcontractors to ensure cost effective and quality outcomes are achieved during and at completion of construction.
BICQ can act as Superintendent for any of the abovementioned parties under a contract and assist in the preparation of defect schedules.
This service allows the client to get on with the job and minimise the potential for dispute.
